Following legislative approval and appropriation by the Texas State Legislature, The Commission collaborates closely with client agencies to manage all phases of design and construction. The Commission oversees project execution to ensure alignment with approved budgets and schedules, and drive successful delivery through effective project management, strong client coordination, and disciplined adherence to scope, cost, and timeline objectives.

 Project Management duties involve actively supervising a range of construction projects and programs that have received approval and funding from the legislature and other state agencies. The primary objective is to ensure these projects progress according to the established schedule and stay within the allocated budget.

Construction project inspections are a critical part of ensuring that building projects meet safety standards, design specifications, and regulatory requirements throughout every phase of construction. FPDC inspectors conduct regular inspections to help identify defects, structural issues, or early non-compliance, reducing costly rework and minimizing project delays. They also play an important role in maintaining worker safety and protecting the environment.

TFC's responsibilities encompass taking charge of the construction of new state office buildings and reviewing the maintenance needs across a vast portfolio. TFC conducts comprehensive facility and space planning, assessment, design, and construction, while optimizing the use of state-owned building assets.
