Planning and Forecasting

Capital planning and forecasting support the prioritization of facility investments, long-term infrastructure needs, and client engagement. A comprehensive data repository tracks condition, status, and deficiencies across all state real property assets, supported by a ranking and prioritization system that enables accurate, high-level reporting. Strategic maintenance and renewal planning, along with support for legislative funding requests, ensures the efficient and best use of appropriated maintenance funding.

In 2026, the Facilities Planning, Design, and Construction Division (FPDC) adopted a new analytical approach and data-driven methodology. FPDC conducts recurring facility condition assessments of state managed buildings (~20-30% of the portfolio each year) to identify deferred maintenance needs. These assessments inform long-range capital planning and support funding requests for comprehensive, capitalized building system renewals.

This new approach represents a shift from prior years and ensures infrastructure funding is allocated and expended more effectively. The approach also improves The Commission’s ability to meet statutory requirements to securely and cost-efficiently maintain state owned facilities.

Direct Appropriations: FPDC is also tasked with the implementation of planning, design and construction for projects approved by State Legislative appropriations.  Currently, FPDC continues to work on projects appropriated in the 87^th, 88^th and 89^th legislature.  A sample of these projects from the appropriate sessions includes the following:

Project Controls integrates business functions across planning, design, and construction activities, strengthens coordination, improves efficiency, and ensures consistent management of documentation and project management information systems data, project budget and contract management processes while proactively identifying and mitigating risk.
