VetHUB Program Program
VetHUB by the Texas Comptroller of Public Accounts
As of December 2, 2025, the state’s “Historically Underutilized Business” (HUB) program has been restructured under the Comptroller’s emergency rules and will now operate as “Veteran Heroes United in Business” (VetHUB), a program focused exclusively on small businesses owned and operated by veterans with a 20 percent or higher service-connected disability. The emergency rules adjust the program’s focus to service-disabled veterans who qualify under legislative guidelines established in 2015.

The HUB program is not accepting new applications for certifications, other than from service-disabled veteran owned companies.
PROGRAM HISTORY
2015-2025 - Historically Underutilized Business (HUB) Program
The mission of the State of Texas HUB program is to provide guidance and assistance to historically underutilized businesses (HUBs) and Small Contractors to afford these businesses a fair opportunity to participate in the competitive procurement process. The TFC fulfills our mission through outreach efforts, such as education and training in doing business with the State of Texas and especially the Texas Facilities Commission (TFC).
Who qualifies to be a Historically Underutilized Business?
To be considered a HUB business, the owner of the business must be from an economically disadvantage group and show proof of 51 percent ownership and control of the day-to-day operation of the business. The Texas Statewide HUB program manages the HUB certification process.
HUB Certification
Vendors who are interested in HUB certification can get detailed information at Statewide HUB Program. Application for HUB certification should be submitted to the Comptroller of Public Accounts' Statewide HUB Program.
TFC does not manage the HUB certification process.
HUB certification is not required to do business with TFC; however, all HUB eligible businesses are highly encouraged to apply for certification.
