tri-picThe Texas Facilities Commission (TFC) supports the State of Texas through strategic facilities planning, asset management, design, construction, operation, maintenance, leasing of state facilities, along with the sale, reallocation, or disposal of state and federal surplus property.

TFC serves state agencies, legislative members/staff and the public that utilize the state facilities owned, managed or leased by TFC, as well as managing the renovations and construction for other state agencies. TFC provides property management, repair, renovation, maintenance, custodial, grounds, and utility services for its building inventory.

The agency maintains a 24-hour, 7-day-aweek operation to ensure continuity of operations of vital building systems. Also, TFC provides physical security for certain state-owned facilities utilizing automated physical security management systems, credentialing, and badging services, including properly vetting and conducting criminal background checks on TFC employees, contractors, applicants, and consultants for authorized access to State buildings.

Finally, TFC manages commercial parking for special events and the University of Texas in Austin football games tailgating on TFC-controlled properties.

Leadership

The Texas Facilities Commission (TFC) performs its mission under a board oversight. The Commission board consists of seven members appointed by State leadership. The Governor appoints three members to the commission. Two additional appointments by the Governor come from a list of nominees submitted by the Speaker of the House of Representatives. Two members are appointed by the Lieutenant Governor. Commissioners are community, civic, and business leaders from around the State.

The Commission's board meets about nine times a year and directs the agency policies in a public process under the Texas Open Meetings Act.

The Executive Director manages the day-to-day business of this agency and employs agency staff to fulfill the duties and responsibilities assigned by law or delegated to him by the Commission's board.


Will McKerall, Interim, Executive Director

Will McKerallWill McKerall came to the TFC, Facilities Design and Construction division in October 2023 from private industry - most recently as a founding partner and president of an engineering technology firm in Waco.  Prior to this, he served 32 years as a Seabee and civil engineer with the US Navy and Corps of Engineers in a variety of engineering and chief executive positions culminating as the DoD Director of Infrastructure & Environment for Europe and Africa. He filled numerous chief executive positions from 1998 to 2012 directing annual work volumes exceeding $2B. He holds a BS & MS in civil engineering from Texas A&M, is a registered professional engineer in Texas, and has been published in ASTM and ACI Journals.  Since arriving at the Facilities Commission, he has assumed the roles of Deputy Executive Director and Director, Facilities Design and Construction responsible for $7 Billion in construction.
