The Texas Facilities Commission’s Facility Planning, Design & Construction (FPDC) program oversees statewide facility design development, construction, and energy management. FPDC works closely with state agencies and other TFC divisions to provide planning, project analysis, design and construction management for new construction projects, project controls integration, minor construction and renovations, and continuous energy management monitoring. FPDC delivers high-performing projects on schedule and within budget, ensuring reliable, high-quality facilities.

What We Do

FPDC reduces the Commission’s statewide backlog of maintenance and renewal projects by continuously assessing facility conditions, identifying future requirements, and prioritizing requests for timely implementation through authorized and funded projects. The program also advances the strategic use of state-owned facilities by completing legislatively authorized construction projects in the Capitol Complex, North Austin Complex, El Paso, Fort Worth, Houston, Waco, and other locations, helping reduce long-term reliance on leased space.

FPDC manages planning, project analysis, design, and construction for projects approved and funded by the Legislature and other state agencies. The division keeps projects aligned with approved schedules and budgets while supporting successful delivery from planning through completion. This work includes oversight of new state office buildings and related infrastructure in the Capitol Complex and the North Austin Complex.
