The Texas Facilities Commission’s Facility Design & Construction (FDC) program oversees statewide facility design development, construction, and maintenance. Within Travis County, the program also manages central plant operations, building automation, and controls. Facilities Design & Construction’s mission is to serve the citizens of Texas by successfully completing public projects on time, within budget, and in the most cost effective and efficient manner possible and to provide functional and productive facilities for State employees and visitors.

Facilities Design & Construction’s Project Management group works closely with State agencies and other divisions of TFC to provide project analysis, design and construction management for new construction projects, minor construction and renovations, and continuous energy management monitoring and controls.

Design and Construction Management

Following funding approval of a project by the Texas State Legislature, a FDC project manager will work closely with the client agency to oversee all design and construction activities with adherence to the construction budget and completion according to the project schedule.

Minor Construction and Renovations

In addition to managing the construction of new facilities, a major function of the Facilities Design & Construction program is to care for existing facilities in the State portfolio. The Minor Construction and Renovations group provides a full range of construction services to State agencies for small maintenance projects under $100,000, facility-wide infrastructure upgrades, and renovation projects to modernize facilities.

Energy Management

Cost effectiveness and responsible resource management are top of mind in all Texas Facilities Commission services. The purpose of the TFC Office of Energy Management is to identify and implement strategies to achieve energy and other utility savings in all State facilities while maintaining a healthy and comfortable working environment.
