The Eighty-seventh and Eighty-eighth Texas legislatures have invested over $2 billion to address mental health care needs in the State of Texas. As part of this investment, the Texas Legislature along with Permian Basin community organizations, whose region includes a total of 17 west Texas counties, with a total population of over 500,000, are embarking on a plan to improve the region’s mental health and the mental healthcare system. design layout Permian Basin Behavioral Health Center


This plan includes a new, comprehensive, behavioral health facility to serve the entire Permian Basin region. The new local government corporation, the Permian Basin Behavioral Health Center ("PBBHC"), has engaged the Texas Facilities Commission to construct The Center which shall include inpatient and outpatient psychiatric care facilities for adults and adolescents, along with a crisis stabilization unit, professional offices, and counseling/therapeutic spaces appropriate for all ages.

Senate Bill 8, Eighty-seventh Legislature, Third Called Session, appropriated $40 million in Coronavirus State Relief Fund No. 325 to TFC for the purpose of constructing the 100-bed comprehensive behavioral health center to serve the Permian Basin region. The initial total project costs were estimated at $86-90 million. During the Eight-eighth Legislature, House Bill 8 appropriated $86.7 million in additional funds to continue construction of the PBBHC. Revised total project costs to the state are estimated at ~$126 million.

The Hospital Districts of Midland and Ector County along with community leaders and foundations that will supplement the public funds with the private donations necessary for the land acquisition, design, construction, equipment and furnishings, and start-up costs required to establish a new, comprehensive behavioral health center to serve the Permian Basin region of the state of Texas.

2022: 

  • 6/1/22: TFC issues Request for Proposals #303-2-01608 due 7/6/22.

    • RFP is for a Project Management for the Permian Basin Behavioral Health Center

  • 8/18/22 Broadus and Associates is awarded $1,837,056.00 for Project Management Services.

  • 10/20/22: HKS, Inc. is awarded $8,700,000.00 for Architectural and Engineering Services.

2023

  • 88th Legislature, Regular Session, SB 30, section 3.03, appropriates $86,700,000.00 to TFC for purposes of constructing a 100-bed comprehensive behavioral health center, with 40 forensic beds, to serve the Permian Basin.

  • 4/28/23: Groundbreaking.

  • 7/20/23: Commission approves redesign amendment to HKS, Inc., for $3,000,000.00.

  • 10/19/23: The Robins and Morton Group is awarded $57,260,000.00 for Construction Manager At-Risk Contract.

  • 10/10/23: Notice to Process for site and utilities

  • 11/30/23: Construction begins.

2024

  • 4/18/24: The Robins and Morton Group is awarded $137,345,000.00 for Construction Manager At-Risk Contract amendment.

  • 5/23/24: Final notice to proceed for Construction contract

  • 7/26/24: Site utilities completed

2025
