The Minor Construction program provides a full range of design and construction services for state agencies occupying state-owned and state-managed facilities within TFC‘s portfolio, and, upon request, to other state agencies. The program performs small scale renovation, remodeling, and repair needs up to $1 million dollars.

Many State facilities are more than fifty years old and require modernization. This program oversees the Maintenance and Renewal Program, established by the Texas State Legislature in 2023, and provides for the systematic update of State buildings to modernize workspaces, finishes, and fixtures to create attractive work environments for conducting State business.  

Minor Construction Architectural/Engineering (A/E) Design Services:

The MC A/E Design Services program provides architectural and engineering services, as well as oversight for Minor Construction projects. The program contracts and manages outside professional service providers when required by law or when project demands exceed internal staff capacity. It also prepares preliminary cost estimates for client agencies on projects that require professional design services. In addition, the program provides guidance and interpretation on building codes, life safety requirements, and accessibility standards, and offers training to Commission staff and client agency representatives. The program delivers expedited, high-quality design solutions across a wide range of project types for state client agencies, as a full-cost recovery program.

Minor Construction Project Management (PM):

The Minor Construction PM program delivers timely, cost-effective facility improvements across the state portfolio through managed projects ranging from minor repairs to multi-million-dollar renovations. Utilizing flexible delivery methods and strategic internal and external resources, the program supports Commission goals; preserves public assets; and modernizes aging infrastructure. Currently, the program oversees multiple projects across the Capitol Complex, supporting Commission partners including the Texas General Land Office, the Texas Department of Insurance, the Texas Education Agency, the Court of Criminal Appeals, the Supreme Court of Texas, and the Office of the State Commission on Judicial Conduct.
