Leasing Services
State Leasing Services procures leased facilities to meet the operational needs of state agencies throughout the State of Texas.
The program manages over 700 active leases for office, warehouse, client services, and training purposes. The Leasing program evaluates agencies’ facilities requirements; monitors real estate market rents; and procures, negotiates, and manages lease contracts that represent the best value for the State.
The program conducts site visits to ensure proper maintenance and upkeep of the facilities per the terms of the State Lease, handles dispute resolution for non-compliance lease issues, grants Delegated Lease Authority for state agencies, and manages all details of the lease agreements.
In addition, State Leasing Services manages single office leases in the District of Columbia, New York, California, Illinois, and Oklahoma. TFC's leasing portfolio is approximately 8.8 million square feet.
State agencies needing more office or warehouse space should submit a space request through the TFC Maintenance Request portal.
Definitions:
- RFP – Commercial property is solicited from brokers, agents, private owners, and other interested parties through a Request for Proposal (RFP) process initiated by State Leasing Services with the solicitation posting, intake, and evaluation scoring procedures handled by the State Leasing Services and a representative for the Tenant Agency. This formal competitive process is used to determine the availability and suitability of potential properties and their respective proposed terms.
- Electronic State Business Daily (ESBD) – Free public website where all State Agency solicitations with a value over $25,000 are posted. Search 'Texas Facilities Commission – 303' from the agency drop down and 'Posted' status to see current procurement opportunities.
- State of Texas's Centralized Master Bidder's List (CMBL) – State bidders list used by all Texas state agencies when contacting vendors for quotes and sending out bid notices.
