Overview

The Texas Facilities Commission (TFC) manages over 14 million square feet of state-owned properties, supporting more than 40,000 employees across various agencies. TFC provides comprehensive property management, maintenance, custodial, pest control, waste management, and tenant services to ensure efficient, safe, and sustainable work environments for state agencies in Texas.

Property Management and Facilities Maintenance

The Texas Facilities Commission (TFC) supports, maintains, and manages over 14 million square feet of state-owned structures that house more than 40,000 state employees across dozens of agencies, all dedicated to serving the citizens of Texas.

TFC’s varied property portfolio includes office spaces, storage areas, warehouses, schools, medical labs, parking lots and garages, and grounds throughout the state. TFC provides and contracts a wide range of services to ensure the smooth operation of these diverse facilities, with a team of over 300 employees working to maintain high standards of service.

TFC responsibilities include everything from conference services, custodial care, and waste management to advanced building systems like HVAC, electrical, and fire controls. Additionally, we manage critical infrastructure, including elevators, plumbing, security, and automation systems.

Our goal is to serve with excellence by delivering functional, energy-efficient, and cost-effective work environments that enable state agencies to fulfill their missions for the people of Texas.

Principal responsibilities include:

Property Management and Tenant Services

The Property Management and Tenant Services program is dedicated to providing responsive and comprehensive support for state agencies occupying TFC-managed facilities. The program includes Property Managers who serve as the main point of contact for tenant communications, Building Technicians who respond to and resolve most tenant requests, and a Conference Services team that manages shared meeting spaces and supports TFC’s technical systems.

In addition, the program maintains the TFC Tenant Manual, which provides tenant agencies with essential information, rules, and guidelines for daily operations within TFC-managed buildings. By delivering proactive assistance and ensuring clear communication, this program fosters productive and efficient working environments for state agencies.

Property Managers

Stationed on-site in TFC’s buildings, Property Managers facilitate strong, direct communication between tenants and TFC. They handle tenant inquiries, coordinate service requests, and ensure timely follow-up on any building-related needs. By being onsite, property managers develop in-depth knowledge of both the facilities and the tenants they serve, fostering positive relationships and efficient problem-solving.

Building Technicians

Building Technicians are responsible for initial responses to approximately 75% of tenant service requests, making them a critical component of TFC’s support structure. They confirm and diagnose reported issues, resolve problems whenever possible, and escalate work orders to specialists when needed. Assigned to specific buildings, these technicians develop familiarity with the facilities and the tenants, enabling them to provide quicker and more effective service.

Custodial, Pest Control, and Waste Management

The Custodial, Pest Control, and Waste Management and Recycling programs ensure clean, healthy, and sustainable environments across TFC-managed facilities. Custodial Services oversees daily cleaning tasks for over 7.1 million square feet of state-owned space, combining third-party contractors and in-house staff for specialized facilities. Services include restroom maintenance, trash and recycling collection, floor care, and periodic deep cleaning, with inspections conducted to uphold quality standards.

Waste management and recycling promote sustainability through the “miniMAX” system, encouraging employees to recycle while reducing waste collection costs by eliminating daily deskside pickups. Together, these programs support a clean, safe, and eco-friendly work environment for state employees.

Custodial Services

Custodial Services provides detailed cleaning services for state-owned and managed facilities within the Commission's inventory. The program completes these services through private, third-party contracts. Outsourced custodial services are provided in about six million square feet and in-house staff provides custodial services in over 1.1 million square feet of facilities. Inspections are carried out on custodial services to ensure that quality service is provided.

Pest Control Services

TFC also provides pest control services for state-owned and managed facilities in TFC’s portfolio. A certified technician dispenses the least toxic pesticides/insecticides, as needed, throughout the facilities with special emphasis on the least toxic methods.

Work involves providing effective services with the minimum amount of customer disruption possible. Application is generally performed outside of normal business hours.

Waste Management and Recycling

Waste management and recycling program manages and promotes the State's recycling and waste management initiative using a system called “miniMAX” in all TFC-managed facilities. The program utilizes small deskside waste and recycling receptacles which employees empty into larger central collection points as needed. This system makes recycling convenient and minimizes expenses by eliminating costly and time-consuming daily deskside pickup.

Grounds Maintenance

The Grounds maintenance team is responsible for the horticultural maintenance and care of all outdoor, state-owned property on the Commission's inventory. Agency staff, in conjunction with contract labor, perform routine landscape maintenance services such as mowing, edging, blowing, and weeding for approximately 400 acres of state-owned property in Travis County. Staff also perform cleanup for various state properties, lots, and garages after University of Texas football and men's basketball home games.

Facilities Maintenance

While built to last, state buildings require routine care and constant repair. Maintenance staff respond to calls for service 24 hours a day with programs that address corrective, preventive, and predictive maintenance. Maintenance maximizes the lifecycle of a building and its components.

Building Automation Systems (BAS)

The BAS program oversees the operation and optimization of automated systems that control building functions such as heating, cooling, lighting, and ventilation. By leveraging advanced technology, the team ensures energy efficiency, system reliability, and occupant comfort in state-owned facilities. BAS also provides real-time monitoring and diagnostics to address issues quickly and maintain system performance.

Elevators

The Elevators program ensures the safe operation, inspection, and maintenance of vertical transportation systems across state buildings. The team works to maintain code compliance and minimize downtime to ensure accessibility for all occupants. Regular upgrades and modernization are also performed to improve efficiency and safety.

Fire Controls

The Fire Controls program manages fire alarm systems, sprinklers, and fire suppression equipment in state facilities. The team conducts routine inspections, testing, and maintenance to ensure compliance with safety standards and readiness in emergencies. They also coordinate closely with local fire authorities to ensure seamless responses to fire incidents.

General Maintenance

The General Maintenance program encompasses a broad range of essential services that support the upkeep and functionality of state-owned facilities. Responsibilities include carpentry, painting, roof and building envelope repairs, ceilings, concrete and asphalt work, flooring, hardware, and window and door repairs. This team addresses a variety of maintenance needs to ensure buildings remain safe, operational, and presentable for agency occupants. They also provide flexible support for tasks that require a versatile approach to building care.

Heating, Ventilation, and Air Conditioning (HVAC)

The HVAC program manages climate control systems to maintain comfortable and energy-efficient environments. The team ensures proper operation, repair, and seasonal adjustments of heating and cooling systems in state-owned buildings. The program also focuses on improving indoor air quality for a healthier workplace environment.

Plant Operations

Plant Operations is responsible for maintaining central plants that provide utilities such as chilled water, steam, and electricity to state facilities. The program ensures efficient production and distribution of these essential services. Operating 24 hours per day, 365 days per year, this team also provides emergency response services and functions as the after-hours emergency coordinator, dispatching on-call technicians for other maintenance programs when needed.

Plumbing

The Plumbing program maintains and repairs water, drainage, and sewage systems across state buildings. This includes responding to leaks, clearing clogs, and ensuring compliance with health and safety standards. The team also manages water conservation efforts and upgrades aging infrastructure to meet modern demands.

Preventative Maintenance

The Preventative Maintenance program focuses on proactively servicing building systems and equipment to prevent unexpected breakdowns. This includes regular inspections, cleaning, and component replacements for electrical and HVAC equipment, including routine air filter changes. By addressing maintenance needs before they become issues, the program extends the lifespan of equipment and minimizes disruptions to building operations. Schedules are tailored to each facility's specific systems and needs to ensure optimal performance and efficiency.

Security Controls

The Security Controls program manages the installation and maintenance of access control systems, surveillance cameras, and intrusion detection systems. It ensures the safety and security of state employees, visitors, and assets. The team also stays updated on emerging technologies to enhance building security capabilities.
